Jessica currently serves on the Oshkosh Common Council. She is the youngest representative and the only woman representative on the Oshkosh Common Council. Jessica serves on the Transit Advisory Board, Grand Opera House Advisory Board and the Energy and Environment Committee. She is a member of the Young Elected Officials Network and a graduate of the 2007 Emerge Wisconsin class.
Jessica is a native of Fond du Lac, Wisconsin. She received her high school diploma in 1993 from St. Mary Springs, Fond du Lac. Jessica received her undergraduate degree from University of Wisconsin Oshkosh (UWO) in 1998, with majors in International Studies, History and Political Science. Jessica was selected to participate in internships with the Helicopter Association International (HAI) in Washington, D.C., participated in practical study in development planning at the United Nations Headquarters in New York, and was one of six student ambassadors sent by UWO to Bangladesh in the summer 1997. Jessica also received a Wisconsin Women in Government Scholarship, which allowed her to study Medieval History at University of Cambridge, Clare College.

During the fall of 1998, she began her study of law at Thomas Jefferson School of Law (TJSL) in San Diego, CA. Jessica served as President of the International Law Society. She was on the first moot court team to participate on behalf of TJSL in the Fifth Inter-American Human Rights Moot Court Competition in Washington, D.C. She received a 4th place brief writing award at the 2001 Philip C. Jessup International Law Moot Court Regional Competition. Jessica also served as an Executive Intern II at the Unified Port District of San Diego, where she worked on project management in the engineering design department. She received her law degree in 2001, along with a Certificate in Global Legal Studies.
Jessica moved to Washington, D.C. and worked for AHC, Inc., a healthcare receivables management company. Originally, she served as a Staff Attorney in the Problem Claims Department representing health care facility providers in their disputes with insurance carriers. After one year, Jessica was promoted to Senior Staff Attorney and managed personnel in addition to her own caseload.
In January 2004, she returned to Oshkosh, WI to be closer to her parents. She is an Associate Attorney with Steinhilber, Swanson, Mares, Marone & McDermott. Jessica currently serves on the Board of Directors for the Grand Opera House, the Oshkosh Rotary Club, Oshkosh Area League of Women Voters, the UWO Alumni Association, the Young Lawyers Division of the State Bar of Wisconsin, Legal Action Wisconsin, Inc., and is a Wisconsin State Bar delegate to the American Bar Association. Jessica also participates in local community events including the Rosanne Hoefel 5k Diversity Run/Walk/Roll, and the 2006 United Way Campaign.
Jessica is also a member of the Winnebago County Bar Association, the Oshkosh Community Foundation’s GEMS giving circle, and is a 2006 graduate of Leadership Oshkosh.
